Lead Dust Sampling

A lead-safe certification indicates that a certified lead dust sampling technician or a licensed lead inspector-risk assessor has verified the property is free of deteriorated, flaking, chipping, peeling, chalking, or non-intact paint. Interior dust samples are collected and tested to ensure they do not contain hazardous levels of lead-contaminated dust. Please plan for approximately one hour for your lead technician to conduct a visual inspection and sampling.

Why Conduct a Lead Dust Sampling Test?

Starting October 1, 2020, rental properties in all Philadelphia ZIP codes are required to obtain lead-free or lead-safe certification to execute new or renewed leases or receive new or renewed rental licenses. The remaining zip codes will be phased in over two years. Only college dormitories and properties built after 1978 will be exempt from this requirement

Information about Lead Paint & Lead Poisoning

Lead poisoning is a serious issue that occurs when lead accumulates in the body over months or years. Even small amounts can cause significant health problems, particularly in children under 6, who are highly susceptible to its harmful effects on mental and physical development. At very high levels, lead poisoning can be fatal. Common sources of lead poisoning in children include lead-based paint and lead-contaminated dust in older buildings.

Lead-based paints for homes, children’s toys, and household furniture have been banned in the United States since 1978. However, many older homes and apartments still have lead-based paint on walls and woodwork. Most lead poisoning in children results from ingesting chips of deteriorating lead-based paint.

Who is Qualified to Complete Your Lead-Safe Certificate?

Your lead-safe certificate must be completed by a professional to ensure it meets all regulatory standards. This includes either an EPA-certified lead dust sampling technician, who is trained to collect and analyze samples for lead dust, or a PA-licensed lead inspector-risk assessor, who is qualified to conduct thorough inspections and assess potential risks related to lead exposure.
